Where visa-free access is permitted, such access is not necessarily a right, and admission is at the discretion of border enforcement officers.  The DIRCO will not intervene on behalf of travellers, before their departure from South Africa, on matters relating to the issuance of new RSA passports, the renewal of it or the issuance of ID, Birth-, Unabridged birth-, marriage certificates, or any other matter that falls within the mandate of the functions of the Department of Home Affairs.
European Union Family Member - South African Citizens who are travelling with or joining their family members in the European Union in a Country other than where their family member is a citizen of does not require a Visa to enter, however this would be difficult to prove and as a result, entry could be refused.
If you are driving in South Africa, when police officers stop you to check your licence, and you show them an overseas driver's licence, they may come out with some variant of `Have you got written permission from random government department to drive in our country?' If your licence is written in English or you have an International Driving Permit then they can't do anything.
